Since1970s, world-wide engineering activities bring people with the problem of energy shortage, ecological deterioration and environmental pollution. People have to reflect upon the flaw of engineering education, which originally, starts a campaign named" regression" in the national high education of engineering in America. This "regressing" campaign has merged humanistic spirit into engineering education.Engineering with a Big E is an integration of science, technology, non technological factors. It emphasizes the study of entire system of engineering. Engineering activities contain ecological environment of structural and functional remodeling, and social coordinate development. The purpose is to reform the environment and protect the environment, and to promote the sustainable development of the environment, which finally promotes the sustainable development of humans.Municipal engineering generally, refers to the construction of municipal facilities. The government out of responsibility and obligation, provides residents with paid or unpaid public products and services, including a variety of buildings, structures, equipments and so on. Specifically, municipal facilities mainly refer to the city’s public transportion system, water supply and drainage, gas, city flood control, environmental health and lighting. These facilities are essential elements for the normal running of a city, and highlight the level of the development of a city. Taking Chongqing city, a young municipality directly under the central government as an example, this paper aims to pass on the idea of Engineering with a Big E with the analysis the municipal infrastructure construction in Chongqing city. What’s more, the paper emphasizes the importance of Marxism humanistic spirit in engineering and points out it has great influence on the engineering construction, which in turn the spirit enriches and develops the road view of Engineering with a Big E, promoting the economic construction of Chongqing city, and to achieve the double "regression of engineering and humanities." Lastly, the paper provides some ideas on municipal infrastructure construction and references to small and medium-sized cities’ urbanization construction and post-disaster reconstruction in Wenchuan.
