With the rapid development of the socio-economic, water demand increaseddramatically, especially since the beginning of the2l century, the shortage of waterresources and deterioration of water quality and a more prominent increase year byyear, the quantity of water needed in a downward trend, while the amount ofavailable water resourcesboth ask how to resolve the contradictions between thehealthy and stable development of the socio-economic and ecologicalenvironment. Therefore, water resources planning, water quality protection andcontamination control factors focus on the impact of the water environment andaquatic ecosystems, multi-objective optimal allocation of regional water resources,rational use of water resources, has important theoretical and practical significanceconsidering.In this paper, the Sino-Singapore Tianjin Eco-city water resources optimalallocation programs, for example, the first analysis of the current situation of waterresources available, and using a variety of methods, recycled water and fresh waterto predict the total water consumption of the eco-city. Determine the premise ofwater demand, the structure of the Eco-City water system analysis and modeling,calculated the optimal allocation of water resources programs through multi-objectiveoptimization. Optimization of the allocation of water resources for the eco-city watersupply planning to lay a good foundation conditions, the Eco-City’s water supplyplanning in the country to achieve a lot of innovation and try: reflects the"resource-saving,environment-friendly requirements,planning program in drinkingwater, reclaimed water, the the Jiyun water, desalination of water, rain and otherwater sources water supply, gifted with excellent water, conserve water, reducethe running costs of the water, the better to achieve a resource-saving andenvironment friendly development, planning results so unconventional wateraccounted for59%and the conventional water accounted for41%, much higher thanin the signed new two countries, unconventional water>50%of the requirements;requirements for the quality of water supplies to meet national drinking water healthstandards "(GB5749) the current standard of water quality standards that meet thecurrent standards of the World Health Organization drinking water quality rules.
