Road construction zones, which play an essential part in smoothing traffic flow, are quitecommon in contemporary cities due to the needs of improving road safety conditions.However, the studies on enhancing traffic flow are still at the early stage. Work zone capacitycalculation has tremendous value in saving expenditure, guiding road construction andadministration, and improving road safety.Based on the current researches over the world, this paper first focuses on the research of thecharacteristics of work zones and road administration in cities. The changes of the roadconditions greatly influence drivers’ behaviors and traffic flow; therefore, this paper analyzesthe features of the people, transportation tools, roads and traffic flow in order to build afoundation for examining work zone capacity.Then the paper briefly defines the “birth-and-death” process. Based on the black box theory,this process merely examines the input and output rates of the system and ignores otherfactors. As long as it can calculate the rate of the input and output of the system within therange of accuracy can be calculated with the birth-death state equation seek value. It lists two reasons why thecurrent calculation methods are problematic. First, it is impossible to consider all factors thataffect work zone capacity, especially random factors, because there are no obvious rules tofollow. Second, the congestion and traffic delays in work zones is a result of notdifferentiating actual work zone capacity from physical capacity. This paper introducesequation of birth-and-death recycling process, which is a method for calculating modifiedwork zone capacity based on the physical capacity. In this process, the characteristics oftraffic flow have been taken into considerations.The final part of the paper describes the features, categories and simulation procedures of simulation modeling. Its features are economical, safe, independent, operable and able torepeat and extend. It can be categorized into macroscopic simulation, mesoscopic simulationand microscopic simulation. Through the simulation of the work zone capacity, the ratio ofphysical capacity and actual capacity is calculated. This proves the usability of birth and deathrecycling system for calculating work zone capacity.
