Bus is an essential transit tool for people. With the development of urbanization in China, the development speed of public transportation cannot follow the development of city, which is especially obvious in surburban areas. The characteristics of Traditional transit system is fixed route and schedule and it lacks of flexibility,so it cannot meet people’s need in low demand areas. This paper built a riding system of small-scale bus, proposed a new flexible route transit method, which combines the cost-efficient of tranditional fixed route transit and the flexibility of Demand-responsive transit. While keeping the direction of scheduled route,it extends the width of the route.Through reducing the passengers’ time to go to the station, the system reduces their total time. This kind of transit system is especially meaningful to the disabled people. This paper first analyzed the feasibility of flexible route transit, designed the service areas, defined the assignment of slack time, fixed stop spacing and scheduling. Then the scheduling algorithm for routing and sheduling of the system were studied, and the cost analysis was done.C++was chosen to develop the flexible route transit system, together with ILOG optimization components. Finally, the data analysis was finished. The riding system of small-scale bus proposed in this article is suitable for new-built cities and suburban areas. It can response the request from other places on the route dynamically when the buses run. It can meet the people’s need in low demand areas to the greastest extent while ensure the operators’benefit.
