Urban rail transit,due to the less poIllution to the environment,a large volume,ride comfort,speed,an accurate arrival time,high safety,and urban roads rarely intertwined,becomes the first choice for large and medium cities to solve the problem of traffic congestion,approved by the state's urban rail transit construction projects increased year by year,new rail line urban rail transit has been increasing,and the urban rail transit network is gradually forming and improving,which plays a better role in alleviating the housing shortage,traffic congestion,energy shortage and serious environmental pollution.At present,there are some problems in the field of urban rail transit,which are complex professional technique,large-scale initial investment,expensive,long payback period of investment,higher operating costs,having not been solved fundamentally,especially how to take into consideration various factors within the whole life cycle of urban rail transit construction projects,scientific control of capital consumption has become the current urgent task.This article analyses the present situation of home and abroad urban rail transit engineering technology development,cost management theory and practice in system way,based on which and combined with practice in domestic urban rail transit project construction and management,studies input and output of urban rail transit project life cycle in depth,divides urban rail traffic engineering project into preparation stage,construction stage and operation stage,studying their cost structure and the main influencing factors,and putting forward the optimization method based on the cost to income ratio of urban rail transit project.For project preparation stage,by researching investment decision,engineering design and project tendering and bidding process's influence law of project life cycle cost,establishes a urban rail transit project bidding evaluation system based on fuzzy clustering analysis,in order to provide a basis to realize the scientific evaluation of the list price index in bidding documents;For the construction phase of the project,through the system analysis of engineering cost composition and the various influencing factors of project cost,in view of project materials procurement and warehouse management link's tremendous impact on the cost and quality of project,establishes ARIMA model to predict material price and a logistics warehouse management system for enterprises,laying the foundation for effective control of the project cost and ensuring engineering quality.For the operational phase of the project,in order to better achieve reducing costs and improving efficiency,by system researching the income and cost of expenditure structure of operation and various influence factors,proposes measures and methods to control personnel expenses,production and maintenance cost and enterprise cost management.
