Distribution network planning is an important component of national economy and social development in power supply district. It is also the vital preparatory work of power system for expansion. With the growing electrical load, grid construction investment, point more often more widely transformed them, causing transformation thoroughly, low technical conditions, carrying capacity and the speed of development, follow load using limited fund using just can undertake local, not thoroughly improve, can-not satisfy the needs of long-term development. With all of these reasons, great benefits of social and economic can be achieved through reasonable distribution network planning.This paper is based on "the12th Five-Year Plan of Binhai’s electric network development planning". The traditional load forecasting methods such as electricity intensity method, elastic coefficient method, regression analysis and the annual growth rate law are studied. Based on these methods, the load levels of the city district of Binhai from2010to2015were predicted. The distribution network grid optimization mathematical model was established. The adaptive multi-group genetic algorithm grid was used to solve the optimization model. With the knowledge of graph theory and search technology, the repair method of the infeasible solutions was proposed. Numerical results verify the practicality and effectiveness of the algorithm. At last, combined with the results of the load forecasting and adaptive multiple population genetic algorithms, the distribution network of the city district of Binhai was planned, and the results were analyzed.
