With the development of power industry, power system in our country is rapidly developing. Because of increasing power grid’s scale and increasingly complexing running environment, the uncertainty factors in the operation of power system is also increasing, which brings severe challenges to power system in the safe and stable operation. Deterministic method is the traditional method to obtain spinning reserve capacity, which should first consider the stability of power system, and seldom consider the stochastic factors. In recent years, with large wind power connected power grid, the randomness of wind power has brought serious challenge to the safe and stable operation of power system. Because uncertain factors, such as load and wind power, affect the spinning reserve to a certain, this paper establishes an optimization model of spinning reserve that takes minimized generation cost of power grid, cost of spinning reserve and expected outage cost as objective in which the uncertain factors are considered when researching how to take the presupposition that both security and economy of power grid operation. The predicted-deviations of load and wind power output are analyzed by probability density function and the analysis results are led into the calculation of outage capacity of generation units. The model is divided into two parts, i.e., discrete ones and continuous ones, which are alternatively solved in discrete space and continuous space. The author use genetic algorithm(GA) to solve discrete problem and use interior point method (IPM) to solve continuous problem. Simulation results show that the proposed model and algorithm are feasible, which have certain reference value for wind power system operation.
