With the rapid growth of the urban economy, many domestic and abroad big citiesgradually fell in urban traffic problems, such as traffic congestion, traffic accidents,traffic pollution and so on. The parking problem of downtown is highlighted from them,and it has been taken seriously by the social from all walks of life gradually. To solvedowntown parking problems effectively, the domestic big cities have begun to putforward using in parking transfer mode (Park and Ride, P&R) which has been relativelymature overseas. It is a large-capacity public transport travel instead of private car travelcar to the transfer of public transport, thereby reducing the number of private cars toenter the city center area, to ease road congestion of the city center area, and improvethe service levels of urban roads. However, China is a mountainous country, mountaintowns accounted for2/3of our towns. The Mountain City’s P&R building is animportant measure to alleviate the parking problem of the Mountain City center area.For reasonable planning and effective use of P&R facilities, we have to carry on the fullP&R choice behavior study, understand the residents travel psychology, grasp thecharacteristics of public transportation. Therefore, for Mountainous City’s P&Rbehavior analysis has a very important practical significance.Firstly,this paper has defined the Mountain City, summarized the differentcharacteristics between the Mountainous City and the Plain City on road transport,discussed the effect of the road traffic characteristics on the residents travel, andsummarized the present situation and characteristics of the parking and transfer of theMountainous City based on the concept of the P&R. Then, it has made an intentionsurvey (Stated Preference Survey) questionnaire about the Mountain City P&R behavior,by analyzing the influence of the P&R behavior. And it has got some basic statisticalconclusions, by investigating and analyzing the influence of different factors, namely:the travel time and travel cost were important factors influencing the P&R behaviors.Then, starting from the angle of the P&R behaviors, it has respectively studied the P&Rinfluence factors based on the travel time and travel cost, to verify the effects of variousfactors on the P&R behaviors in theory. Finally, this paper has chosen the three factors,that affecting the P&R behavior larger, as the option characteristic variables, theprofessional feature of traveler as a personality variable, based on the random utilitytheory. Then it has established two Logit models about the P&R behaviors, which are transfer to rail transport and transfer to the ground bus. And it has demonstrated that thetwo models have higher precision, by calibration and inspection of parameters.Finally, the Tongjiayuanzi in Chongqing was taken for an example to analysis P&Rbehavior. The result has demonstrated that the research methods in this paper havecertain scientific nature and operability.
