Park and ride is a combination of travel model to solve problem of parking in the city. Private car is the main tool during the first half of travel, and it is put in the P&R site before getting closer to the CBD. The travelers will use other tools to get to the determination after parking their cars, mainly with public transport. This mode can not only alleviate the problem of traffic congestion in the center area, but also can solve the difficult problem of parking in the city.But in practical application, there are a lot of failures during its history and today's practice, which is due to the lack of appropriate planning and design. Therefore, the focus of this paper is the research of park and ride facilities planning from the perspective of application. In previous studies, the service and environment elements represented by congestion level are ignored in most cases. Though these elements cannot show their effects immediately when the system is set, it can be important when the system getting its stable state. Therefore, this paper starts from the study of congestion level. The first step is configuring the definition of congestion in the daily life and the subway. Analyzes the negative impacts of congestion based on the analysis of the results of RP&SP survey in Suzhou, and show its effects during the choice of P&R mode. Classify the level of congestion in Subway with the study of different vehicles.Secondly, this paper works out the demand forecasting model of P&R, based on the analyzing of the factors affecting the probability of metastasis to P&R, especially the influence of congestion level. Then the model variable selection and test of significance is done along with the general method of parameter estimation and model checking. This paper proposes the general process of P&R transfer probability modeling. At the same time, for planning projects in the actual application, this paper tries to puts forward the disaggregate model and the traditional four stage method in combining, by the method of mixed aggregate.Based on the demand forecasting model, this paper establishes the multi-objective P&R site selection model, and uses the enumeration and the genetic algorithm to solve the model. The site selection is a game by two sides, and it is more difficult because of the operational roles of P&R facilities. This paper analyzes the related requirement of each group to the P&R site planning, and puts forward the different optimization goals. A bi-level programming model of the site selection in the P&R planning is set. Considering the development of subway in different parts of our country, represented by simple and complex subway network, this paper selects enumeration and the genetic algorithm to solve the problem. And in the last part, according to the results of the model, this paper analyzes some reasons of failures in P&R facilities development.
