Dur ing the top-down process of urbanization, a great a mount of r ura l la nd isrecla imed by local governme nts, which result in numero us peasants losing la nd.Consequently, in order to solve living problems of these peasants, localgovernme nts organize and build a number of urban resettle ment res identia lcommunities. However, most of communities fo llow the build ing model o f urbancommercia l res identia l communities, and a great many factors such as thetraditiona l dua l str ucture proble ms between urban-rura l areas are not considered.Hence, there are a series of social exc lus io n problems are raising in urbanresettle ment res identia l communities.Draw on the p lanning po licy a nd practice of affordable hous ing in the UK andbased on qualitative and quantitative ana lys is, this paper takes the example ofla nd-requisitioned peasants in Baohe Garden community in He fe i city in Anhuiprovince, from the perspective of socia l exc lus ion in ter ms of econo mic, politica l,social re latio nship, cultura l and spatia l. Meanwhile, it makes some integrativesuggestions in relative aspects, which could be expected to make contribution torapid urbanization of China.
