In China there’s a great amount of hydropower resources for development andutilization. The development and utilization of hydropower resources has vital significanceon reducing greenhouse gas emissions as well as energy conservation and emissionreduction. With years of development, small hydropower has gradually become a criticalinfrastructure for economic and social development in rural China.As the capital investments in electrification construction in rural areas these years, thescale of rural hydropower construction is further expanded. There’s a gradually increasingof installed capacity of hydropower in the grid so that the quality of the small hydropowerhas a directly relationship with the quality of power supply and the economy, efficient, safeand reliable operation of small hydropower.Aiming at the characteristics of small hydropower, firstly, this paper analyzes the effectof indicators which are stipulated by national power quality standards for power quality andthe characteristics of small hydropower is prone to turn up a high voltage and lack ofreactive power, and make the power quality evaluation index system suitable for smallhydropower. And then, this paper analyzes the characteristics of four determining weightsmethods, improves Analytic Hierarchy Process(AHP), and puts forward a kind ofcombination determining weights method based on the improved Analytic HierarchyProcess and the entropy value method. And then, this paper analyzes the existing powerquality evaluation methods. Based on gray correlation analysis method to set up a fuzzyevaluation relation matrix, and combined with the obtained comprehensive weight vector,this paper brings about the fuzzy comprehensive evaluation of power quality. The studyshows that the evaluation model for the comprehensive assessment of small hydro powerquality is effective and feasible. This method can not only assess the power quality of thedata samples, but also of the same level meticulously, as well as a reflection of the pros andcons on each sub-indicators of the power quality, which can provide a reference for thepower grid pricing in accordance with the quality and the self-tuning and improvement ofthe small hydropower stations on the electricity market environment.Finally, in this paper, the comprehensive evaluation software is developed by Matlab,which implements the main part of the program algorithm of the comprehensive assessment and the interface of the software is written in VB COM technology, which can separatefrom the Matlab environment, is also used to achieve the hybrid programming between VBand Matlab programming. Through times of debugging and measured data validation, thesoftware is stable and reliable to give a reasonable evaluation results.
