The rapid development of the national economy and people’s living standards generallyincrease leads to more and more motor vehicles of the city, that cause to road trafficcongestion, environmental pollution phenomenon, and also lead to traffic accidents occurfrequently. Currently, many major cities in China have such a phenomenon: a wide roadtransport system, but also a wide parking. However, the controls of lights become the core ofthe problem of urban road intersection intelligent control system which is about efficienttraffic lights is the key to solve the problem of urban traffic. Urban road transport is complexin our country, some urban management department sectors take many measures to limit thenumber of vehicles, but taking that is not a permanent solution plan. From the perspective ofdevelopment of a long-term healthful urban transport, in order to achieve a greater degree toreduce automobile exhaust emissions, we can reduce the quantity of car parking. It is difficultto ensure flexibility and practicality, so combining with the actual situation of our currenturban road traffic, real urban intelligent traffic control system suitable should be establishedand perfected for our national conditions.According to the intersection correlation between the urban areas, this article focus onthe scope of the entire city area and take into account the structure of the urban road networkand its traffic flow characteristics, the urban is divided into a number of control sub-regions,through the control of model, which achieve coordinated control of the entire region. Firstly,from the point of the view of fuzzy control, giving a real-time control for only a singleintersection in the controlled sub-region, give a single intersection signal timing plans ofcontrol demand. Combining this intelligent control theory of fuzzy control and city roadnetwork traffic control, to reduce significantly the average vehicle delay time at singleintersection, improve the capacity of the intersection and achieve the purpose of remissionspecific single intersection in the city traffic congestion. Then for the control sub-districts bya plurality of interrelated intersection, using fuzzy control algorithm to establish the control ofthe second-order fuzzy controller to achieve macro control of sub-areas regional coordination.Minimizing the control sub-region average vehicle delay and improving the capacity of thecontrol of the sub-district, it can achieve the purpose of easing traffic congestion in the controlsub-region.The main innovation of this article is that fuzzy control of intelligent control theory iscombined with regional coordination programs to achieve coordinated control of urban roadnetwork traffic and achieve the purpose of the non-blocking transport. When using fuzzycontrol of a single intersection signal control regional coordination, it takes MATLAB tosimulate the control system. The simulation shows that the fuzzy control system is more effective than the current timing control scheme to achieve a single intersection crossings rate;while using regional coordination control, by different traffic case, fuzzy control has shortervehicle delay time than timing-sensitive control, and reduces average vehicle delay time at agreater extent. Eventually it can reach to reduce vehicle emissions, environmental protectionand energy saving economic, as a result, we could have a beautiful blue sky in eastern coastalcity.
