At this stage, a lot of money into public buildings every year, renovation and expansion project, the pros and cons of the program of renovation and expansion project has a decisive role in whether the Government’s investment is adequate, reasonable and effective use, therefore, it is necessary to in-depth study on public buildings, renovation and expansion project, program decision-making method.This paper analyzes the influencing factors to be considered by the public building renovation and expansion project in program optimization, then summarizes the two types of traditional decision-making of public buildings, renovation and expansion project through value engineering basic principles and steps of decision-making on the basis of a brief analysis of analysis of value engineering applied to public buildings, renovation and expansion project feasibility. According to the characteristics of public buildings, renovation and expansion project, the establishment of index system of value engineering function of the decision-making methods, and fuzzy decision theory, triangular fuzzy numbers and fuzzy comprehensive evaluation method is introduced into the calculation of the functional coefficient, the use of triangular fuzzy numbers determined by weight, the use of fuzzy comprehensive evaluation method to the quantification of the various indicators, followed by an analysis of the cost coefficient calculation method, in order to establish a decision-making model based on value engineering of public buildings, renovation and expansion project program.Public buildings, renovation and expansion project based on value engineering program decision-making method is compared to the traditional method of evaluation of the economic effect of the decision-making, more comprehensive, objective evaluation of the implementation of the program of public building renovation projects. Finally, this paper verifies the model with a project example the proposed decision-making methods, the validation results show that the investment decision-making can be the results of the evaluation.
