Cities in China have entered the outbreak period of "urban disease", andwaterlogging disaster is the city-flood brought by urbanization, which brings greatrisks to the development of economic and the building of harmonious society.Urban planning is the "leader" of the construction of the city, planninginstruments will play a fundamental role in solving the problems of urbanwaterlogging by coordinating urban construction, management security andengineering technology.Stormwater management concepts contains "source control" and"downstream control" of the rain, which bring a reasonable guide to the citybuilding and restore the natural water cycle. The fundamental goal is tocoordinate the urban development and the protection of the water cycle. Thispaper focuses on the guiding effect of the stormwater management concept inurban planning and design.Based on the studies of various foreign advanced stormwater managementconcepts and cases, this paper compares and summarizes their strengths,weaknesses and best scope, simultaneously, reflects the current drainage systemand urban drainage design methods, then makes a suggestion to form two levelsof the drainage setup——drainage system and waterlogging drainage system bystandards, design, construction and management aspects. On this basis of awatershed scale and neighborhoods and venues scales, urban planning roses thecontents and methods of planning principles, basis and indicators, separately forthe master planning and detailed planning.In addition, this paper explored the solutions of urban waterlogging in fieldsof social management which includes the policy framework, laws and regulations,administrative, market economy intervention etc., as well as the fields ofengineering and technology.
