| With the global climate change has become increasingly apparent,"Low carbon"development philosophy caused extensive concern of countries around the world. Inthe Chinese eighteenth Communist Party, Chinese government mainly puts forward theconstruction of "ecological civilization ", promote the green development, thedevelopment cycle, low carbon development. China’s basic national conditions andstage of development, institutional environment determines the key to practice theconcept of low carbon in China is in the city, however, low carbon developmentconcept is not just the duty of big cities, small towns should be same. Regulatorydetailed planning (hereinafter referred to as the " regulatory ") in the urban planningsystem in China is used to guide the urban development and construction of urbanplanning type, it is the "low carbon" guided by a philosophy into urban constructionimplementation of the key links in the specific technical measures. Therefore,exploration stage of regulatory practice low carbon concept of small towns strategyand methods become very important.This paper combing the related theory research and practice at home and abroad,suming up the characteristics of status quo of the research, put forward the keyresearch direction of this study. This paper based on regulatory planning as thebreakthrough point, according to combing the current low carbon idea target systemand the contents of regulatory, from the " traffic carbon reduction","industrial carbonreduction"," building carbon reduction" and "ecological carbon sequestration" fouraspects proposed regulatory stage practice the concept of low carbon path and specificregulatory control strategy. This paper according to analysis the characteristics of regulatory planningestablishment system, studies the regulatory planning stage practice the concept of lowcarbon ideal model of urban spatial structure. Putting forward the idea about regulatoryplanning establishment in three dimensions:"Low carbon unit","Low carbonneighbourhood","Low carbon block". This paper respectively introduces the organicevacuation theory and TOD theory, discussing the control strategy of "Low carbonunit" and "Low carbon neighbourhood ". At the same time, through to combing thepresent the index system of low-carbon city, building a low carbon control indexsystem to guide the "low carbon block" control. On this basis, aim at the problem theregulatory planning of the Wu Xiang county district in the above three aspects,thispaper respectively put forward the corresponding optimization measures. Finally, inview of the deficiency of the present study puts forward the main direction offollow-up study. |
