“Low-carbon city” has been the dream for many cities struggling for, since Ministry of Construction and World Wide Fund for Nature launched Shanghai and Baoding as the experimental cities in 2008. Baoding takes it as the city brand and puts it into the overall urban planning and sets it as the goal to implement. But in the process of concrete implementation, the city planning administration as one of the main implement unit gets into a loss how to start. It is often lack of pertinence with reference to other index system; therefore, this article formulates the corresponding management system by taking into account the factors of low-carbon city from the perspective of urban planning. In order to present a comprehensive and ideal display, this paper mainly focuses on the point of the new town development and construction, because the old city will not be fully realized in real urban construction.This paper studied the development background of low carbon city, analyzed the development situation in low carbon cities at home and abroad?In addition, it put forward the research objective, delimited the scope of space. With “humanity, livable, low carbon, intensive” as the main research idea, it put forward the following six aspects: low carbon space, low carbon industry, low carbon transport, low carbon building, low carbon infrastructure and green carbon sinks which are based on the theory of the city construction and management by fully considering the main developing direction of Baoding city. In order to make the research content more instructive and practical, it carried out a deep study for the above six aspects, and put forward 21 first-level control indexes and 49 second-level control indexes. It illustrated the low-carbon city construction comprehensively with relevant to urban planning management.The research is characterized by the following four points: firstly, it can be carried out respectively in accordance with the management authority and control stages; secondly, it takes the facts in different places into consideration, analyzes the current situation of energy consumption,carbon emissions as well as the economic and energy structure characteristics in the local and puts forward the control system which is more suitable to the region; thirdly, it can perform controlling and management in different aspects of urban planning with efficiency which involves space, industry, transportation, construction, infrastructure and green carbon sink; fourthly, the main system displays the direction of city development in the future, represents the new idea of city development and plays a leading role for the city development.
