In China, there are distributed many rivers, runoff abundant, rich in waterresources. After years of building practice, currently the country has built more than50,000hydropower stations,230of which are large and medium hydropower station.This phenomenon shows that small&medium-sized hydropower project is the mainforce of China’s hydropower construction projects. In recent years, with the rapidadoption of the EPC mode in construction projects, it has become an importanthydropower project contracting methods. In such a contracting mode the generalcontractor beard most of the risk. However, the characteristic of the hydropowerproject is a long construction period, the investment is large, complex constructionconditions, the risk factors are many and there is a big uncertainty. Thesecharacteristics determine the hydropower project EPC contractors face enormous risks.So the success or failure of the project risk management work to a large extentdetermined the success or failure of the hydropower EPC project.This article is based on the research background, on the basis of a large numberof domestic and foreign researches, summarized the small&medium-sizedhydropower EPC project and its risk management characteristics, summary of riskidentification, risk assessment methods and their advantages and disadvantages. Fromthe point of view of the general contractor of the project, a detailed analysis of thesmall&medium-sized hydropower EPC project risk factors may exist in theimplementation process, the establishment of small&medium-sized hydropowerengineering EPC project risk indicators system. There is greater uncertainty of small&medium-sized hydropower EPC project risk factors, so in this paper, the evaluation of the small&medium-sized hydropower engineering the EPC project risk indicators,using gray system theory and fuzzy comprehensive evaluation model to evaluate theproject risk indicators, determine the project risk level. In order to improve theobjectivity of the importance of risk indicators estimated,to introduce the concept ofentropy in the text, the application of entropy weight method to calculate the indexweight.At the end of this article, based on the results of project risk Gray fuzzycomprehensive evaluation, analysed of risk response strategies in case of different risklevel for the small&medium-sized hydropower EPC project, Proposed riskmanagement advice. Small&medium-sized hydropower EPC project generalcontractor should be established project a risk management information integrationplatform. To promote the exchange of information of the project participants, improveproject risk management capability, and the successful completion of the projectobjectives.
