Nowadays,Chinese civil aviation industry is showing a trend of rapid development.Flight flow is increasing year by year.The large airports can no longer meet the needs of air transportation at present.Driven by market demand and relevant national policies,new small and medium-sized regional airports have been built.From 2013 to 2017,about 10 new regional airports were added every year.The risk bearing capability of small and medium-sized airports is significantly lower than that of large airports.This presents new challenges to the civil aviation industry which takes safety as the primary factor of production.If it can not effectively improve the security level of small and medium-sized airports,there may be more and more civil aviation accidents or incidents.The risk system of small and medium-sized airports involves four factors: human,machine,environment and management.This paper mainly studies the environmental factors.Firstly,this paper deeply analyses the concept,history,characteristics and attributes of risk and risk management,and sums up the concept of risk in this paper-risk refers to the possibility or probability of loss caused by various objective factors and uncertainties in human understanding of the law of development.The theoretical basis of risk research is established.Then,by analyzing the kinematics model of the aircraft and combining with the latest research results in related fields,two key factors causing the collision risk in the low-altitude flight phase of the terminal area are found: the position error and the velocity error of the aircraft.Based on the idea of probability distribution,an innovative collision probability calculation model based on aircraft position error and speed error is proposed,and simulation is carried out based on an example to quantify the impact of small and medium clearance conditions on aircraft flight safety.And based on the collision risk model,the improvement scheme of the related obstacles is proposed,which provides reference data for the management of the airspace obstacles in the terminal area of small and medium-sized airports.Finally,based on the aircraft collision risk model and the method of visual domain analysis,an innovative electromagnetic environment risk assessment model for small and medium-sized airports is established.Based on examples,the safety risk to aircraft operation caused by defective signal coverage of navigation station is quantitatively analyzed,and the improvement scheme is put forward.The data of this method is based on Google Earth and the simulation environment is based on Global Mapper.So it has the characteristics of high simulation accuracy and low simulation cost,and can solve the problem of lacking sufficient funds to monitor the signal of airport navigation station at small and medium-sized airports at present,and has high popularization.
