| In2008, the "Report on the work of Government " proposed on the eleven sessionof National People’s Congress meeting of Shaanxi province put forward vigorouslydeveloping "one village one product","one industry in one co unty". After years ofdevelopment, the County Industrial Park in Shaanxi province has made considerableprogress, which has promoted local economic development. But in the course of theactual, it also has many problems. Xi’an is the frontier area of Shaanxi province toundertake the eastern industrial transfer and industrial transformation.Its developmentlevel is the typical one of in Shaanxi Province, To evaluate the development objectivly,and to explore the current situation of the development of the main problems, and thencombined with the Xi’an metropolitan construction background, and then seek answersfrom the planning point of view has a practical significance.The paper has done the theoretical research on the performance evaluation andmodel industrial park. Through the study on the relationship between the developmentof industrial park development performance and Industrial Park.The paper found theinfluence factors of precipitation of performance evaluation, and then screened the Parkfactor that can objectively reflect the development performance appraisal of Industrial,on the basis of a framework which can reflect the development of the index system ofindustrial park.Then the paper use the index system application framework,to evaluate theperformance of Xi’an Metropolitan Area Industrial Park, combined with fieldinvestigation, and analyzed the main problems existing in the development of Industrial Park, from the5aspects of land acquisition, development stage, industry positioning,construction of the park, the park management.Through the study of Xi’an metropolitanarea of future city space and the development trend of industry, the paper foundproblems which has reverse effect of certain metropolis. With the study of theindustrial park development of domestic and international city, the paper found theinspiration in the formation stage of Xi’an metropolitan area. Taking this as thefoundation, it proposed construction strategies based on land development, industry,infrastructure construction and the park system environment. Under the background ofbuilding the metropolitan,combined with the actual situation development of industrialpark，the paper discusses5kinds of industrial park mode: the production serviceindustry park based on old industrial park in city，urban industrial park based on theeducation and scientific research of the city, supporting industrial park based on theregional production chain, theintegration of influence the characteristic industrial parkbased on location and local cultural characteristics of city,the cooperation industrial parkbased on regional integration development. |
