Expressway construction in our country has developed rapidly. There are all kinds ofemergencies which affect the normal traffic operation on the road. Different events willcertainly occupy a certain road resource. This could result in some problems such asdecreased capacity and vehicle queuing congestion, so then reduce the ability and level ofroad service. In the field of research and practice, most emergency researches on theexpressway in our country stayed at the level of the framework concepts. Major problemswere attributed to either system and management issues or resource allocation issues.Although the proposed research conclusion were not errors, considering our nationalconditions and expressway construction actual operation, the above concept only had aconceptual meaning for improve the expressway emergency rescue work and reducing theloss of life and property. In fact this could not really reduce the loss of life and property. Inmany circumstances, poor road traffic organization after accidents caused that emergencyrescue personnel could not arrive at the scene, and even cause secondary accidents.When emergency event occurs, other traffic participants who are not involved in theevent on the road will continue their itinerary, so the vehicles within the scope of the eventwill run quickly through this area. For other traffic participants far away from the traffic scene,the influence of the event can be negligible. As time goes by, because road capacity in theevent area decreases rapidly, it causes that vehicle speed reduces. The vehicle far away fromthe event area is still in the free exercise. It can inevitably cause traffic speed in the event areareduces, and then a large number of vehicles queue. Since the event occurs, the departmentsrelevant to road operation management will receive alarm information and respond in a timelymanner. But the process from the station to the scene could certainly take some time. Afterarriving at the scene, many other factors must be considered when the decision on takingcorresponding traffic organization measures is made. It not only ensures the event is handledproperly, but also reduces the influence on the traffic on the road. However, because of thelimit of the road management system in our country and the right of disposition is scattered in different departments, the decision-making process relative to demand seems so long.Based on the above analysis, this paper studied the background and significance ofexpressway emergency rescue and analyzed expressway emergency rescue practice andresearch status at domestic and international. Main problems in the study of expresswayemergency were summarized. The research ideas and methods were determined. Then itanalyzed the influence on the expressway traffic which special events produced, such asaccidents, construction and special weather and so on. It would provide theoretical basis forthe research on the expressway traffic simulation test. Combined with the actual status of theresearch section of an expressway, the traffic state judge thought was determined. It wasanalyzed that the closed lane produced an influence on traffic, which laid the foundation forthe relevant conclusions. In China many departments were involved in the emergency rescueand the management system is not smooth. Referring to the investigation data of anexpressway, VISSIM was used to simulate traffic. Combined with the simulation data, the keytechnology about emergency rescue was studied.Considering management practices, when relevant departments made decisions, theyneeded rely on the data at the scene to quickly judge the change rule of events and makedecisions of the traffic organization plan. From the view of the practice, a lot of basicinformation could not be obtained in a short time. Therefore, after the event the queue lengthof vehicle in the corresponding region was the most direct and effective basis. Rely on thequeue length of vehicles at a given time traffic volume and speed were got rapidly. Thentraffic organization scheme was put forward quickly. After analyzing the supporting technicalscheme, supporting technology was put forward, including mainline control scheme and rampcontrol scheme. Therefore emergency rescue vehicles and personnel arrived at the scene andcarry out rescue quickly. Also it could guarantee the rational organization of traffic flow.
