In recent years, the state vigorously promotes highway construction, and thehighway network skeleton has been formed. Our country boasts one of the world’shighest mileages. Currently, the state must focus on the highway operating management,improving the highway network construction at the same time. Emergency rescue is animportant part of expressway operation and management. Efficient expresswayemergency rescue system can quickly and efficiently responds to unexpected trafficevents and implements the rescue to reduce casualties and property losses. However, ourcountry’s construction of the expressway emergency rescue is not enough, most of themare the initial stage, and many aspects is imperfect, resulting in mortality rate of highwayaccidents remains high. Most vicious significant accidents occurred on the highway inrecent years, causing heavy casualties and property losses. Therefore, the study ofhighway traffic incident emergency rescue system is imminent.In view of this phenomenon, this paper aims to study the highway traffic incidentemergency rescue system and its key technologies. The study of freeway traffic incidentemergency rescue system involves systems engineering, synergetics, emergencymanagement theory and other complex scientific knowledge. This paper first analyzesthe characteristics and causes of highway traffic incidents, describing its definition andclassification, summing up the characteristics of highway traffic incidents and analyzingfreeway traffic incident-prone causes from different angles. And then this paper conductsthe freeway traffic incident emergency rescue system requirements analysis throughaccess to information and on-site investigations in order to have a clear system servicesfunction. Based on the analysis of current emergency rescue process, this paper buildsthe system framework and analyzes system building process, giving the systemconstruction flow chart.According to the rescue target of freeway traffic incident emergency rescue system,this paper studies two core issues in depth during the emergency rescue. First, study onhow to rational allocate resources for emergency rescue. This paper builds the phased collaborative rescue resource allocation optimization model under the assumption thatthe allocations of resources are fixed, whose objective function is that the total amount ofresources allocation within the regional road network is min, using LINGO software tosolve. Second, study on how to fast and efficiently schedule emergency rescue resources.This paper builds a model of emergency rescue resource scheduling under demanduncertainty with objective function of minimizing the emergency response time andmeeting the largest emergency resources needs for each accident occurred. And thispaper constructs emergency rescue resources scheduling model under resourceuncertainty with objective function of minimizing weighted value of total response timeand total delay expected response time, and carries out examples analysis. Through theexample analysis results, the proposed two core models provide technical support for theactual highway emergency rescue system construction and implementation.
