The rural highway cement concrete pavement maintenance content and policy as theresearch object, through the analysis, summarizes the Jilin rural road maintenance policy andlocal characteristics, comprehensive benefits comparison of different maintenance workcontent acquisition, analysis of rural highway maintenance decision under the standard of lowinvestment, to explore how the industry management policy guidance, make limitedinvestment in the larger social. The main contents of this paper are as follows:This paper introduces the present situation of the construction of the system, themaintenance of rural road in Jilin Province, the investment, on the basis of the analysis,summed up the cement concrete pavement of rural highway in Jilin Province, the maindisease types and countermeasures, low investment in the standard case, assume that the threegroups of maintenance scheme, through observation, a year of comparison, determine theoptimal maintenance scheme. The results show that, under the condition of low investment,rural highway cement concrete pavement maintenance should be in accordance with the JilinProvince: supplementary major construction problems left over, setting control facilities,comprehensive grouting, seasonal maintenance shoulder arrangement maintenance tasks.Through the analysis of rural road in Jilin province development stage of maintenancesystem reform, the existence and the current evaluation system problems, combined with theoptimal maintenance investment order, put forward specific proposals to further deepen thereformation of system of maintenance ideas and adjust the current appraisal system, in orderto achieve through the evaluation system, evaluation of curing effect of science, to guide themaintenance of capital flows specification, conservation measures, improve maintenanceefficiency of funds.
