At the beginning of the20th century, marine pollution began to become more andmore serious, marine oil spill pollution incident became the focus of attention of peoplearound the world. With the development of economic globalization, shipping hasbecome important means of transportation for the port city of each country. ZhenhaiPort is located in the Pacific Ocean on the west coast, in the eastern coast of China, nearthe Yangtze River Estuary and Hangzhou Bay, Ningbo number of important ports inthe world.2005Zhenhai was identified as the first four national strategic oil reservebases in China. Marine oil spill risk assessment study is also in this context.After studying at home and abroad, the marine oil spill risk assessmentmethodology with the development of computer technology, oil spill research isgradually to digital modeling, computerized direction. At home and abroad for marineoil spill risk evaluation probability calculation method, gray analytic hierarchy processand fuzzy comprehensive evaluation method.Having analysis the situation of Waters near the town of Ningbo harbor and port,the first object of study is divided into a number of different areas. After a lot of readingrelevant literature, the experience of relevant outcomes, use a combination of FuzzyComprehensive Evaluation Method and AHP method, Contact Zhenhai actual, joinedthe pier factors on the basis of the environmental factors, human factors and shipfactors, a more comprehensive cover a marine oil spill risk assessment factors to designthe town of Ningbo harbor marine oil spill risk assessment index system. Fuzzyevaluation method, and the analytic hierarchy process to establish the weight factormakes the evaluation more reasonable, and then design a questionnaire survey,statistics on the results the core function of the fuzzy comprehensive evaluation thatmembership function.Design a Risk assessment of Zhenhai port marine oil spillsoftware based on thecalculation model of the oil spill, the passing of the analysis of the compilation ofrelevant research area corresponding data, calculated the value of the District for thecorresponding risk, the use of GIS software to draw Ningbo Zhenhai Port Maritime Oil Spill risk maps. The results of the assessment by analyzing the distribution of regionallocation and single risk factors Ningbo government and port enterprises put forwardcountermeasures and suggestions.
