With the rapid growth of the neighboring-port industry of grain and oil,in 2011,the Municipal government of Rizhao founded the pipe laying of palm oil refining project besides the existing Jurong beths of Rizhao port.Jurong wharf properties upgrade from bulk cargo wood chips,wood piers for oil mix bulk cargo wharf.Ship(ship transport refers only to oil palm oil and crude oil)against the risk from berth inevitably bring the dock water ship oil spill pollution,due to the particularity of Rizhao Port Jurong wharf is the geographical position and the surrounding wharf,has the practical significance to carry out the evaluation for the ship to dock water oil spill risk work.This article analyzes the current status of Jurong wharf environment particularity,wharf and ship transport of dangerous and accident causes,characteristics and the cargo wharf often emergency capability,on the basis of expert questionnaire survey,water accident data in history,from the 4 aspects of port,personnel,management,natural environment and other selected factors affecting the dock ship oil spill risk,and the risk factor for further analysis.In the selection of the research method,we first choose to Jurong port oil spill risk evaluation based on the definition of risk calculation method,the "medium" evaluation results;and then using the method of analytic hierarchy process,combination weighting method and fuzzy mathematics theory,the construction of oil spill risk evaluation model of fuzzy AHP combination weighting method based on.The risk assessment model,can realize the calculation of the index of consistent and inconsistent weight conditions exist at the same time,also can optimize the weights and the weights of hierarchy system data fusion,so as to get the weight vector more effective.Through the model of oil spill risk level of Rizhao Jurong port was calculated,obtaining the terminal oil spill risk level is "general",the calculation results and the definition of risk calculation method,the evaluation result is consistent.The ship of Rizhao Jurong pier t,West2 West3 berth oil spill risk is studied in detail,and the target waters of oil spill risk evaluation,provide a reference for the daily management of the terminal operation and the oil spill.At the same time,the research of the paper and the evaluation model of the building also provide reference for the future similar waters of the ship oil spill risk assessment.
