Safely running of the power system is not only the basis to keep the Power Gridstable but also the first condition to build up the Smart Grid. The reliability, real-timeproperty and efficiency of the power system are facing higher requirements with therapid development of the power grid and large increase of multi-substation users.Therefore, power enterprises are urgent to build electric power monitoring andcontrolling systems to realize remote control and intelligent management of the powersystem.In order to meet power enterprises’ requirements and solve the existing problems,an Internet-based electric power monitoring and controlling system is proposed in thispaper. Currently, certain problems exist in the power monitoring and controlling system,including inefficiency and poor real-time of the large-scale data acquisition, unreliableconnection between the system and power sites, inadequate applications of power statusdiagnosis. To solve these problems, a system including requirements analysis, design,key technologies, implementation and test is built. Large-scale data acquisition,real-time monitoring of the power system, online alert and diagnosis, remote controland report analysis of history data, etc. are achieved. The specific researches of thispaper are as follows:(1) System objectives are established through analyzing the background andnetwork topology of the system. Business process and research content are determinedthrough analyzing functional and non-functional requirements of the system.(2) Detailed design is done by using the hierarchical and modular structure, inwhich user access layer, application layer, data acquisition layer and physical layer areprovided. According to the functional needs, the system is divided as data collectiontools, enterprise-user service and platform-user service. Based on the correlationbetween business objects, the system is partitioned into multiple business components.Finally the database structure is designed.(3) A data acquisition technology based on multi-thread mechanism and a powerstatus diagnostic technology are presented to solve the problems existed in the dataacquisition function and the power status diagnosis function.(4) The development technologies of the system are adopted. The implementationof the main business components is elaborated. And finally, the functional andperformance tests for the system are done.In summary, the Internet-based electric power monitoring and controlling system isaccomplished to ensure the security, reliability and lower power consumption of the power system. The system has met the users’ requirements and officially run.
