The Planning Strategy Research On Xiamen Lianxiu Community Renewal

Community as a basic unit of society has experienced a construction climax inthe past two or three decades. However, almost all commercial housing developmentsare a kind of a one-off development in the development process of the past decades.That means the developers evacuate when the development is completed, all affairsare managed by professional property Management Company. The communities areforced on their own, without the secondary maintenance by the developers. These oldcommunities which were constructed from1980s to1990s are ignored by governmentfor a long time, as time goes on; the number of this kind of old communities willincrease in large quantities. New communities grow old, old communities grow older.In consequence, the communities, which only leave the basic property management,have already lost their initial activities. What is worse, some communities even lackof the basic property management. The old community renewal needs to be paid greatattention by the government for a long period time in the future. Therefore, with theconsideration of the context, my research will focus on how the old communitiesreactivate and develop in the future.Now the paper selects a typical old commercial community, Lianxiu community,as an example to research. Firstly, on-scene investigation on the problems andcontradictions that exists in Lianxiu community, besides statistic and analysis theproblems by using a combination of example of forensics, questionnaires andinterviews, then summarizing the problems of community,giving a evaluation andfinding the reason of these problems. Secondly, author analysis the fourcontradictions which implicit in the reason of problems. The four contradictions arethe limitations of the traditional single substances renewal, the disjunction betweenthe existing policy and implementation of system, the lack of community managementand the right of proprietor and the imbalance of interests. At last, through theacquaintance of the current contradiction of Lianxiu, learn from the experience andpractices of related renewal, the author proposed renewal and development suggestionin three levels: the physical environment planning of community in basic level,planning management pathway promoted by combining autonomy and professionalurban planner, the planning policy support of proprietor rights for new command incommunity development and a new discussion on the development trend ofresidential space. As the case of Lianxiu community, the paper attempts to provide apractical and operable method and some useful ideas or suggestions for the same typeof old commercial communities in Xiamen or the other places in china, which havethe same phenomenon.
