After World War II, airweapon developed at a fast pace in many countries, and the programmanagement (PM) became more and more important. At different times, advanced PM technologyapplied in some large-scale airweapon projects successfully, which highly increased the enficiency ofdevelopment and producing. At the same time, the development of the airweapon pushed forward PMstudying and evolution. Therefore, studying and promoting PM technology is the precondition andindemnification for airweapon development of our country. This paper will mainly research the riskanalysis method and intelligent optimization method for the Air-weapon Equipment DevelopingProcess.This paper begins with the brief introduction of PM technology in different ages while analyzingthe characteristic of airweapon project, such as high complexity and parallelism. Then we introducethe present situation and shortage of airweapon PM based on Network Planning Technology of ourcountry. To make up the shortage and promot the ability of optimization, this paper brings in thedesign structure matrix.Whereafter we build a model for the developing process of airweapon. Based on this model, asimulation method is designed for the process and then a process-oriented risk analysis method israised based on simulantion. To control the risk, a matrix-optimal method is used to rebuild thedeveloping process of airweapon. After that, we analyze the limitation and weakness inMulti-objective optimization and applicable range, and design a swarm-intelligence method based onGA. This method makes use of a joint econding innovatively which solve the problem faced by theoriginal method when grouping and clustering the tasks. Based on the result of grouping andclustering, we separated the whole process into several working regions. Then we design ansequence-optimal method based on culture-GA within a working region considering conditions indeveloping process of airweapon.Realworld examples are given based on these methods to show the realization for ariweaponproject. At last, a decision support system are built for ariweapon developing process managementcoded in C++, which offers a good platform for applying the method raised in this paper to decisionmaking and optimaztion in airweapon development and producing.
