Under the central government’s macro-development strategy of urbanization, manysmall and medium towns are developing social economy and expanding their scale based onthe local resources or geographical advantages, including some more developed well-offtowns, which are related to counties or county-level cities whose urban land-use is relativelyscarce, per capita GDP is generally higher than100,000yuan, and industries are moredeveloped. As pioneers of urbanization under the guidance of the state’s macroeconomicpolicies, these towns will become a model for other towns’ development.Generally, the construction level of well-off towns’ new district is higher, and in thesetowns urban population from the main urban agglomeration models continues spreading tothe new district. In the forward planning, it will show a form of new and old rollingdistribution. At the same time, urban residents have more per capita number of trips, privatevehicles account for the vast proportion of travel, travel time shows a multimodal distribution,etc. Similar to the cities, in the main city, the configuration index of the current transportationfacilities is lower in the previous planning, parking demand is unbalanced, parkingoccupancies the lane, transportation facilities is inadequate, and road conditions are poor.These characteristics of traffic and towns determine that transport system in well-off townsshould implement the TOD mode, other than using demand to determine supply.This article proposes a "terminal-node-network" as a new public transport planningthought. First, determine the transit hubs’ alternative region according to the locationimportance-degree method, then select the main control points of the entire public transportnetwork according to the land-use condition; second, determine the different types of busnodes according to the travel needs of residents, then lay bus lines one by one using theshortest path method to form an initial bus-line network.Divide the bus-line network into three levels according to the different functionorientation of different lines, and establish a hierarchical line network model. In the bus-linenetwork, the first level is the framework bus lines, which targets at middle and long distancetravel, and whose optimization objective is reaching the largest amount of passengers; thesecond level is the main bus lines, which targets at the inner city travel, and whoseoptimization objective is benefiting the largest bus companies; the third level is thesupplement bus lines, mainly to improve public transport accessibility, so its target is thelargest public transportation network coverageIn order to reduce the workload of planning staff, this paper develops the visualization of planning program. On the GIS platform, it sites and lays the transit hubs, bus stopsreasonably according to the GIS buffers analysis, overlay analysis and other functions.Simultaneously, use the network analysis function and the shortest path search tool to achieveto the layout, adjustment and optimization of the bus lines.This approach has been applied to the practice of urban transit planning in Shenmu, itreduces the intensity of the work of planners and greatly improves the degree of scientificallyand visualization of planning, so it shows the proposed method is feasible and effective.
