Recent years, major emergency frequently attacks on the world that people live in,they have the characteristic of wide influence, destructive, and made a great loss of livesand property. The Government has recognized the importance of building a rapid andefficient emergency relief system. And the delivery of emergency relief supplies is a toppriority of relief work, while emergency rescue vehicle transportation is the key to ensurethe smooth progress of this work. Therefore, the scientific choice of emergency logisticsdistribution center and the proper behavior of coordination between vehicles were startingpoints of this article.Firstly, the thesis sum up the situation of study at home and abroad about vehicletransportation path and vehicle transport coordination problems of major emergency,introduced related theories of major emergency and emergency management. Finallyanalyzed the major characteristics of the vehicle transportation of emergency disaster,introduced related theories about vehicle routing and vehicle coordination models.Secondly, considering the VRP with time windows and fuzzy demands, the paperproposed a dynamic optimization strategy. The initial plan can be dynamically adjusted inthe implementation according to the real-time prediction in advance. A hybrid NSGA-IIalgorithm embedded fuzzy simulation is developed for solving the problem.Thirdly, According to the characteristics of emergency transport demand for majoremergency, two transportation patterns, which are independent decision-making andcollective decision-making of emergency vehicles combined transport under theconstraints of scenario-coping, are analyzed, and the corresponding mathematic modelsbased on maximizing transport efficiency are formulated, respectively. This paperanalyzedcoordinative relations between two emergency service points of emergency vehiclescombined transport, constructed the coordination model based on scenario-copingmechanism,at the same time, analyzed different scenario-coping models, obtained someimportant conclusions.At last, the numerical example showed these conclusions were rightand effectively. Finally, the paper analyzed Ya’an earthquake profiles and the emergency rescuesituations, conduct detailed analysis of the actual data of both vehicle transportation pathmodel and vehicle transportation coordination model which based on the background ofYa’an earthquake, for research of major emergency disaster vehicle transportation thisbring in a very important significance.
