Urban public transport system planning generally consists of two parts——Network planning and operations scheduling. An important part of public transportation network planning is to design and optimize bus routes based on urban road network; and operations scheduling in designed road network is the core management business of transit enterprises. The frequencies optimization of all bus lines in the network have two ways, first, while in the transportation network plan to determine the frequencies, second, after public transportation network optimization to determine the frequencies. Whether in practice or theory, the second method is more universal. There is a direct relationship between bus frequency and vehicle allocation, and the vehicle allocation is the basis for scheduling operations. Therefore, deploying vehicles scientifically and reasonably for each bus line is becoming indispensable in public transport development.Bi-level programming models study the interaction of two decision makers with respective objective functions by an orderly and non-cooperation way. The upper decision-makers make decisions priority, then the lower decision-makers react according to their own interests based on the upper decision-making information. The behavior of one party affects the other's strategy choices and goals, and either of them can not completely control the other's choice behavior, so the upper decision-makers make sound decisions meet their own interests according to the response of lower decision-makers. The vehicle allocation is just in accordance with the idea of bi-level programming model. Therefore bi-level programming model is used to describe the interactions of vehicle allocation and passenger flow in order to optimize the vehicle allocation of public transportation network.This paper analyze factors of public transportation from a new view, and on this basis, first establish a vehicles allocation model based a single bus line; then analyze the flow assignment of traffic on the bus network, and finally to establish the other vehicles allocation model based public transportation network.
