Currently,There are some problems in low mountains and hills in the eastern Sichuan,such as scattered layout non scientifically.enormous hidden security risk and extreme scales in some regions. For special natural,economic and social conditions,the local needs a layout mode to meet the demands and developments. And this mode can guide settlements layout scientifically and make nature in coordination with villagers’life and production in low mountains and hills in the eastern Sichuan. Hence,according to satellite images,this article classifies local village settlement system with the number scales. Moreover aiming at local villages’natural,economic and social conditions, this article uses town planning,agriculture and environmental sciences to create one settlement system layout mode named TR-SE,with elements which effect layout and grades of village settlement system.On there basis.the article combines investigation, annotation and manipulate dates by ARCGIS and MapGIS6.7to layout village settlement system in low mountains and hills in Yulu village in Pingchang county with mode TR-SE. Meanwhile,the article uses evaluation index system to evaluate and test this layout mode.The following describes the main conclusions.(1)The village settlement system has been established in hilly and mountainous area in the eastern Sichuan.The village settlement system in hilly and mountainous area in the eastern Sichuan can be classified in four grades.which named A Settlement Size(Central village), B Settlement Size(Courtyard),C Settlement Size(Compound) and D Settlement Size(Household).And their subscriber number scales are,respectively,more than60,20to40,10to20and1to5. Moreover, every settlement grade is fixed and defined functions. And their proportions are restricted by some standards.In addition,the ratio between A,B and C Settlement Size is1:2:4from the pyramid of city grade system.(2)The layout mode TR-SE of village settlement system has been created in low mountains and hills in the eastern Sichuan.With elements which effect layout,local conditions and grades of village settlement system,the article establishes mode TR-SE of village settlement system in low mountains and hills in the eastern Sichuan to analyze and distribute local villages to make nature in coordination with villagers’ life and production, from three respects including nature,economy and society and seven elements including terrain,water,biology,economic level.traffic location,farming radius and villagers’wills.(3)The mode TR-SE distributes village settlements system in Yulu village and residential area has been decreased.The mode TR-SE distributes village settlements system in Yulu village successively through villagers’ wills,terrain,biology,economic level,traffic location,farming radius and water.From mode TR-SE,village settlements system in Yulu village contains34settlements including one A Settlement.two B Settlements,four C Settlements and twenty-seven D Settlements.For local conditions,the number scales of the four grades’ subscriber are,respectively,80,40,20and5.Through new layout,residential area is only113551.42m2reduced185412.70m2from the original. Thus, increase some land proportion for farming land and woodland. (4)The settlement system layout mode TR-SE has been suitable in Yulu village.From evaluation index,in seven main regions including1A Settlement,2B Settlements and four C Settlements were chosen by mode TR-SE in Yulu village.the percentage of suitable regions,just suitable regions and unsuitable regions is,respectively,85.71%,14.29%and0.00%.It demonstrates that the settlement system layout mode TR-SE is suitable in Yulu village.
