With the serious situation of global climate change increasingly, the internationaland domestic community in strongly promote greenhouse gas emission reduction, thedevelopment of the carbon market, both to help tackle climate change and protect ourenvironment for survival, while promoting economic development and scientific andtechnological innovation. Our country has established some pilots of carbon marketinitially, but overall in terms of greenhouse gas accounting system is not perfect, andthe lack of standards, the basis and the key factor for the development of the carbonmarket is to establish a sound accounting system for greenhouse gases.Based on the national conditions of China’s energy structure and economicdevelopment, for the purpose of used to the actual as the starting point,. We do somepreliminary work for the boiler energy saving class project greenhouse gas accountingsystem. First, brief introduced the international and domestic development of thecarbon market, pointed out that some problems should to be solved in the carbonmarket development of China, and the problem of lack of accounting system, needprofessional academics and industry elite to overcome together. Second, analysis andinterpretation the CDM methodology AM0044introduces the boiler renovation orreplacement class project, and use a nitrogen fertilizer plant boiler replacement projectfor example in actual accounting. Again, Taking into account our measure of theenergy saving benefits of the projects mainly uses the concept of "energy savings", it’sdifferent to carbon dioxide emission reductions. Therefore, use the same project forexample, account the energy savings apply the current methods, and then multipliedby the coefficient of carbon dioxide emissions of coal-fired compared and analyzedwith greenhouse gas emission reductions have been. Finally, consider the reality ofthe achievements our country has made generally in the form of energy savings, weshould analyze the relationship between energy savings and emission reductions. Wecan find that if energy savings just by reducing the use of coal-fired, it can be changedinto greenhouse gas emission reductions by a conversion coefficient directly, and theconversion coefficient is about2.77; And if energy saving projects involving powersaving and other additional aspects, then must be isolated from the energy savings, to be accounted separately.
