Constraint indicators of greenhouse gas emission were proposed in China’s“Twelfth Five-Year Plan” for the first time. Our nation has already decomposed the goalto local which should be reduced at least17percent of carbon dioxide emission perGDP. All parts of our country have made the reduction task in the next five year clear.The industries will shoulder the important mission. It is a technical and managementproblem that how to establish the target of emission reduction, how to make the effectof the emission reduction to be measurable, reportable and verifiable(MRV). At thesame time, China will establish a carbon emission trading market step by step in“Twelfth Five-Year Plan”. As important participants of carbon trading, variousindustries should found the accounting system of greenhouse gas as early as possible. Atthe result of the effort, the gas emission reduction of various industries can be credibleand tradable.This paper makes the typical product of the solar industry as the research object,put forward the new concept of emission reduction potential and get specificquantitative indicators. Combining the method of CDM, the paper in depth discussesand researches the methods of monitoring and verification of solar water heaters, solarthermal power project carbon reduction potential. Firstly, starting the methods ofreduction and treats of carbon emission at home and abroad, the paper finds thequestion of latent energy of emission reduction of solar industry and discuss the methodof monitoring and verification. Secondly, the paper analyses and probes the reductionlatent energy of solar thermal power project. Through the study of picking of baseline,emission factors, collection and test of key parameters, the paper advances theevaluation method of potential emission reduction of solar thermal power project.Finally, the paper introduces the case to verify the scientific and applicability of themethod. The paper provides guidance and reference of monitoring, verification ofcarbon emission reduction potential project greenhouse. The paper also do contributionto carbon certification and follow-up market.
