Water is the source of life, the key element of production, and the foundation of ecology. As an important basic support for economy-society development, water conservancy has an important significance in aspects of public welfare, fundamentality, and strategy. In order to build up a comprehensively well-off society and take the lead in achieving basic modernization, it is necessary to accelerate reform and development in water conservancy, boost the construction of water conservancy modernization. To achieve water conservancy modernization, construction of water conservancy modernization in city and county is the key factor. According to the natural characteristics and water resource conditions of coastal areas along the Yangtze River in Nantong, this paper carried out research on related issues of water conservancy modernization. On this basis, the planning of Nantong water conservancy modernization development was compiled, which has a great significance in grasping the macro development direction of water conservancy modernization in similar areas. The main research results of the paper were as follows:(1) Research on related issues of water conservancy modernization in Nantong cityAccording to the natural geographic feature, social and economic conditions in Nantong, this paper proposed the connotation, evaluation index system, and evaluated method of water conservancy modernization which is suitable for the social and economical development in Nantong. On this basis, comprehensive evaluation of Nantong water conservancy modernization was carried out to grasp the macro development direction of water conservancy modernization in Nantong.According to the characteristics of river network in Nantong, this paper discussed the flood control and waterlogged standards in secondary central urban areas, proposed recommendation for flood control and waterlogged standards in secondary central urban areas which should be considered as a whole in Nantong areas, and the current planning should be changed and build up the flood control encirclement to avoid unnecessary waste.At the same time, on the basis of absorbing and drawing lessons from water management philosophy and practical experience in overseas developed countries, the water saving irrigation engineering model of’two kinds of closed conduits and one kind of open ditch’in high sand area, and recommendation of preservation and restoration of the ecological rivers in Nantong river network were proposed.(2) Compiling development planning of water conservancy modernization in NantongOn the basis of research on related issues of Nantong water conservancy modernization, the writer had compiled the development planning of water conservancy modernization in Nantong. This paper had explicated the planning principles, development goals, overall layout of water conservancy modernization in Nantong and built up ’six systems’ for Nantong water conservancy construction which included flood control and disaster reduction engineering system, water resources guarantee system, rural water conservancy system, water ecological protection system, water management and service system, and guarantee system of water conservancy development. This paper had also explicated investment estimation and implement arrangements of this planning which could be adopted as a reference for the construction and management of water conservancy modernization in Nantong.
