As water conservancy is the first condition of modern agriculture, irreplaceable basic support of economic and social development, integral protection system of the improvement of ecological environment, it’s necessary to develop water conservancy modernization.Southern Jiangsu as the " two leadings" first army in Jiangsu, it’s significant to study on southern Jiangsu water conservancy modernization. Water conservancy modernization index system and evaluation methods are the core issues to measure the level of development of water conservancy modernization, thus this paper based on water conservancy modernization related issues, using the construction of index system and evaluation methods as the main line, system development as a means, to promote the development of southern Jiangsu’s water conservancy modernization.The paper’s main content and research results are as follows:(1) Exploring southern Jiangsu’s water conservancy modernization related questionsOn the basis of summing up the flood experience and lessons both at home and abroad, combined with southern Jiangsu water conservancy development status, investigates flood control system, farmland water conservancy development model, aquatic environment governance model, thus put forward technical ideas and engineering mode adapted to the development of water conservancy modernization in Southern Jiangsu.(2) Study on water conservancy modernization index system and evaluation methodsThis paper analyses of the economic characteristics and water conservancy modernization requirements of Southern Jiangsu, builds Southern Jiangsu water conservancy modernization index system with26individual indicators in terms of flood Control, water resources protection, water ecological protection, rural water conservancy projects, water management services and water resources development safeguard.It adopts AHP method to determine the weight of each index, uses qualitative, combination of quantitative and qualitative fuzzy comprehensive evaluation to build Southern Jiangsu water conservancy modernization evaluation model.(3) Develop the water conservancy modernization evaluation system of Southern JiangsuBased on the research results of water conservancy modernization index system and evaluation methods, uses VFP visual programming language for developing platform, develops evaluation system which can evaluate the level of water conservancy modernization by qualitative, combination of quantitative and qualitative fuzzy comprehensive evaluation methods, inquire evaluation results, print the evaluation reports of individual indicators and comprehensive evaluation results, arrange the evaluation results high to low.This system provides a convenient, fast and scientific tool for Southern Jiangsu water conservancy modernization evaluation, sorting function of the level of water conservancy modernization directly reflect the differences of the various regional water level of modernization, it has a good application value.(4) Example applications of evaluation systemBased on the development the water conservancy modernization evaluation system of Southern Jiangsu, this paper selects Kunshan, Wujiang, Zhangjiagang and Taicang for instance application, compares evaluation results and methods, points out that select the combination of quantitative and qualitative fuzzy comprehensive evaluation method in the case of complete basic information, and select the qualitative fuzzy comprehensive evaluation in the case of lack of basic information.
