Commentary On Water Conservancy Construction In Zhenjiang Special Area From 1949 To 1959

Water conservancy is an important condition for the survival and development of human society.Zhenjiang,with Nanjing in the west,Changzhou in the South and Yangzhou in the north,is an important port city in East China.It has riverside and river network,low mountains and hills,crisscross distribution of plain and polder areas,and undulating terrain.It is the most complex area in southern Jiangsu,and has certain particularity in the middle and lower reaches of the Yangtze River Plain.Affected by topography and climate,plain and polder areas are often threatened by floods,while low mountains,hills and hills are frequently attacked by mountain torrents and droughts,which makes Zhenjiang a region with frequent floods and droughts in the middle and lower reaches of the Yangtze River,and also determines that water conservancy always occupies a special position in Zhenjiang's social and economic development.However,before liberation,water conservancy construction in Zhenjiang was extremely backward,and droughts and floods occurred frequently,Traditional water conservancy facilities have been unable to meet the needs of local people's life and production,and water conservancy work needs to be transformed.During the recovery period of the national economy in the early 1950 s,under the leadership of the Communist Party of China and the people's government,Zhenjiang people began to provide disaster relief for production and water conservancy projects,focusing on building dikes and dams,conducting pilot projects for the construction of reservoirs and mechanical and electrical drainage pipes,summing up experience and preparing to formulate water conservancy construction plans.During the period of the first five year plan,Zhenjiang began to carry out a number of water conservancy construction experiments,such as large-scale regulation of dikes,construction of farmland water conservancy,construction of large-scale electric irrigation area,etc.,and carried out water conservancy modernization construction in a planned and step-by-step manner,which not only gradually changed the water conservancy work from negative disaster resistance to positive benefit,but also laid the foundation for future key project construction.At the end of the 1950 s,under the overall environment of "great leap forward",there was a upsurge of water conservancy construction in Zhenjiang District from top to bottom.Although there were serious "left leaning" mistakes in this period,a large number of water conservancy projects were still built,which laid the foundation for the engineering system of block,diversion,drainage,storage,lifting and regulation in Zhenjiang area.In the 1950 s,the water conservancy construction in Zhenjiang District was a kind of construction under the leadership of the Communist government and with the nature of overall planning of socialism in a certain time and space background,with a strong color of the times.Through the ten years of water conservancy construction,not only the agricultural economy of Zhenjiang tends to be stable and sustainable development,but also promotes the gradual transformation of the rural economic structure of Zhenjiang.Various agricultural sideline industries based on water conservancy begin to rise,and the popularization of advanced production technologies such as Electromechanical irrigation also speeds up the process of industrialization and electrification of rural areas.In the 1960 s,due to the good foundation laid and certain experience accumulated in the first decade,the water conservancy construction planning of Zhenjiang was basically completed,and a number of key projects were initially completed,and it began to enter the stage of consolidation and sustainable development.
