Y heating project locates in Baishan city Changbai county, Jilin province. Economicdevelopment level in Changbai county is low, and is still at the stage of extensivedevelopment that use investment to promote economic growth. Urban development is lackof construction planning, prospective and controlled, and lack of scientificity. Infrastructureconstruction and basic engineering construction rarely conduct a comprehensive, systems,rigorous scientific reasoning, economic construction is based on the standard of whethercompleting investment promotion and capital introduction task, and rarely consider thefinancial benefits and economic benefits. Some investment projects can’t achieve theexpected economic benefits and even make losses at the time of building complement, andeven some project can not continue and leave an unfinished project. The reason for theseproblems is that there is no scientific and reasonable manner to make a planning andresearch before the project.
