A is a city of lacking of energy resources, the energy required is through external transferred. In the structure of available energy for consumption, the amount of energy can not meet the demand of A, The field of hydropovver and nuclear power are blank, and heating is still depend on coal in A. Central heating is one of the city’s infrastructure, it’s important measures to improve the urban environment, improve air quality, improve the level of urban modernization,and has a good social, environmental and economic benefits, in line with the national energy saving policy requirements.The central heating career has rapidly development in recent years in A in order to meet the increasing heat load needs. For lacking of heat source, heating professional planning is integrate the existing heat source according to the overall urban planning zoning, the condition of roads and the plan of roads as well as the condition of heat source and the pipe network arrangement of appropriate adjustment and refinement of the original heating partition. However, A’s existing heat source is still unable to meet the needs, the conflict of the increasing needs of heating and the heat source construction is getting worse an worse. In this context, the temporary heating stations and two expansion of three new 46MW high temperature hot water furnace and ancillary equipment engineering, to enlarge the heating area, solve the heating district heating problems.Project evaluation is an important and integral part of the preliminary studies of the construction project, which concluded is the important basis for investment decisions. Project technical and economic evaluation is mainly composed of three parts:resource conditions analysis, technology assessment and economic evaluation. Resource conditions analysis project construction required for the analysis of rawmaterials and a variety of other resources; technical evaluation is set for the parameters of the project on the basis of the analysis of resource conditions and technical conditions of the progress of the project; economic evaluation often use some quantitative methods of economic analysis, quantitative treatment of financial and risk project, an important basis for decision-making as business leaders.This study is based on J Heating Station Phase Ⅱ expansion projects in A, using the technical and economic evaluation of the theory, respectively, from the level of resource conditions, technical level and economic level analysis of the project, in order to build J Heating Station Phase Ⅱ expansion project the project’s technical and economic evaluation index system in A. The analysis results show that the resource conditions of the project in line with the requirements of the building, and technical analysis through the assessment, the most important economic analysis of the use of the project is estimated, and the six economic evaluation assessment indicators, the results show that the profitability of the project, capable of rapid recovery funds. Technical and economic evaluation of the project, want to be able to provide the basis for the development of the related projects and experience, to provide technical and financial basis for the project’s late run.
