Traffic data acquisition system is an important part of intelligent transportation systems.The main functions of traffic data acquisition system is using information recognitiontechnology to get the traffic data, such as the data of traffic flow and road status from asection of freeway, what’s more, transmitting traffic data to the requirements. The objective oftraffic data acquisition system is providing the data gist for the decision making of improvetraffic condition and judging the effectiveness of the decisions. There are still manyshortcomings and deficiencies in the existing traffic data acquisition methods, for example, indata gathering process, data acquisition methods is not smart and low data precision, and indata transmission process, the data update lack of timely and information sharing inefficiently.To solve these problems, the key is using computer image processing technology toachieve a high precision and smart way of traffic data acquisition, and using networkcommunication technology to transmitted traffic data to the requirements rapidly and timely.Based on the above analysis, this article did the following study, firstly, vehiclerecognition by using computer image process techniques, the study got moving objectiveimage from traffic video, by using picture segmentation technology, get the dimensions ofvehicle image outline as the identifying signature, and using artificial neutral networkrecognize the vehicle model. Secondly, using image processing method and artificial neutralnetwork, recognize road surface condition, such as snow or water covered the road surface byway of analyze the gray histogram of the road image, get the gray level as the identifyingsignature, using artificial neutral network recognize whether there is snow or water on theroad. thirdly, build communication connection between traffic data acquisition system andinternet by3G wireless communication module, traffic data will be transmitted to the serverend, compared with the wired communication method, the wireless communication methodwithout the limitations of distance and low cost. finally, build traffic data publish website onthe server, analysis and add up traffic data, then publish the traffic flow data and roadcondition information on the website, anyone who has access could get these data from thewebsite efficiently and conveniently.Through the actual test, in this paper the developed traffic information base station and traffic information release website system has stable performance, the accuracy level ofvehicle type and road condition recognition, the traffic data network transmission security andreliability level, and the stable level of traffic information publish website achieve the projectgoals.
