Sichuan Electric Power Transmission&Transformation Construction Company(SEPTCC), as a wholly owned subsidiary of the State Grid Corporation of China (StateGrid), is a state owned power construction enterprise entitled with the first classqualification for overall undertaking, and mainly operates the business of projectconstruction for EHV&UHV transmission lines and substations.Since the beginning of last90s, as the power grid construction speeding up,500kVtransmission and transformation projects have rapidly increased. Especially in recentyears, the investment on state power network construction rises up year by year withfast development of the national economy. The State Power Grid Corporation has putforward an idea of interconnecting regional power grid, developing UHV intelligentgrid and building the nation wide huge power network. Thus, the UHV projects oftransmission&transformation has been increasing consistently. The annual constructionvalue of SEPTCC sharply increases to over2billion¥(RMB) from300million¥(RMB) at the beginning of90s. Such huge increment of the project business raiseshigh requirement for the project safety control. For a long time, the SEPTCC hasfollowed the project subletting mode and has no any effective control method andrestricting system for the subcontractors in the respective of system and sitemanagement. Also, in long time the workers of the company are away from the actualoperation at site and their site operation technique ability can not meet the requirementof the safety control. Presently the system of safety reward&penalty, incentivemechanism, as well as salary and compensation system in SEPTCC badly need to beimproved. Especially the system of safety reward&penalty and safety appraisal systemfor subcontractors needs to be improved and executed. In project management, due tothe prevailing thought of looking down upon the project safety and quality andhighlighting the completion time and cost, the input on the safety becomes insufficient.At present, the SEPTCC manpower input on site safety control is seriously inadequateand safety supervision is not in the proper position and so on. The above said defect caused by the objective and subjection factors, is not suitable for the rapid developmentof electric power network.The power transmission project has following characters: scattering and frequentlymobilizing construction, heavy project task, high difficulty in construction technique,adverse outside work condition and environment, large pressure of the projectcompletion time and cost, more works in the air and high risk of safety, etc.. Thesecharacters objectively increase the difficulty in project management and safety control.This paper deeply analyses the status quo of safety management and problemsprevailing in the power transmission construction company, starting from the features ofelectric power construction in the new period, proposes the method and proposal forsafety management based on the project life cycle, in order to provide some realistic andvaluable reference for the company to solve the present difficulty and perplexity insafety management.
