The focus of this paper is to propose the thinking of floating population andregional public service facilities Configuration, this idea to distinguish between the largerscale of the region and smaller streets scale, of course, the difference between the built-upareas, urban and rural interface, suburban, etc. This paper proposes specific researchtechniques in two different scales of the region and neighborhoods in Coordination ofconfiguration issues on population and public facilities. Finally, the paper trying an optimizethe layout analysis of the Ganjingzi Hing Wah Street Primary School by using of GISnetwork analysis technology, in order to prove the feasibility and scientific of the method.Through it, the facility layout optimization problem in the parts of Ganjingzi should be solvedpartially, what’s more, this method can also be used as a reference on the similar issue ofconfigured for facilities.
