With the continuous progress of modern information technology, in traditional sense, the telecommunications sector is responsible for communication project which has penetrated into all walks of life, more and more companies and individuals have a new understanding of the communication project management. Advance of information technology has become an extremely important factor to many enterprises, these changes have accelerated the complex project and more advanced project management needs. This project will design a positioning system to ensure the safety of plant personnel and improve production efficiency after the completion of the hydropower station. WIFI positioning is used with the characters of new technology, great project, many research and development and construction units and project complexity.etc. In order to ensure the project completed on schedule, the process of project management must be used to ensure the achievement of expected goals.The main topic of this study is to realize the entire management of indoor positioning system projects of hydropower station in the means of communication project management. Through the project evaluation, goal management, quality management, system evaluation, system testing and other processes started implementation of the project, specific aspects of project implementation were controlled to ensure the quality of projects. This paper conducts a comprehensive analysis to the risk of the project, based on the basic theory of project risk management, by using risk identification, risk quantification, risk response and risk monitoring and other means, the project implementation risks that may exist in one by one were resolved, therefore we transfer risk aversion and promote the extension of the project to expand. In this paper, communications project management methods were used to achieve a hydroelectric indoor positioning system development and construction, which provided a safe, reliable and efficient positioning platform for the power plant, the scalable communications project management model with new technology was applied to system construction and implementation, not only completed the project successfully, but also promote advancement and development of the business of information technology.
