ABSTRACT:Under the situation of the enhancing modern high technology air strike of war, China’s civil air defense engineering as an important construction project in disaster prevention and mitigation, is an important research field in the new period. This paper starts from the air disaster risk assessment and zoning and focus on studying the scientific layout planning of the civil defense project, the main contents are as follows:The first two chapters’content defines the related concepts of civil air defense engineering and its risk assessment and with the analysis of related research of disaster reduction and relief in domestic and foreign city,the civil air defense engineering layout based on the air disaster risk zoning method has been optimized.The third and the fourth chapter study theoretically on the formation of civil air defense engineering layout optimization model. It is divided into two parts, the first part elucidates the establishment of index system on risk assessment of city areas under air attack according to air attack causes and the process of air raids of disaster spread and the disaster relief, and the index system optimization using the AHP method. Using this index system to evaluate city regions, then using cluster analysis to draw the first-grade important civil air defense area, the second-grade important defense area, the ordinary important defense area as well as park, square area. In the second part, according to the result of division, guided by the tactical and technical requirements of civil air defense engineering and meeting the demand that the vicinity of the first-grade important civil air defense area should cover all the second-grade important civil air defence areas, then using the optimal set covering model and maximal covering model to calculate the civil air defense engineering layout solution.The content of the fifth chapter argues for the rationality of the theory of scientific method to optimize the layout of the civil air defense engineering based on the comparison of the traditional civil defense planning and layout optimization of Huayuan county.Pionting at the roughness of traditional planning of the civil defense engineering,this paper puts forward a scientific method of quantitative analysis which avoids the error of qualitative judgement in traditional way and makes the layout of the results of more scientific and objective.The example proves that this method can reduce the repeated construction of civil air defense engineering on the premise of guaranteeing the safety and efficiency,which makes the system very practical.
