The city’s comprehensive protection capability is one of the important city functions,and the underground civil air defense project as an emergency and emergency support facility for the city is an important support to improve the city’s comprehensive protection capability.At present,the traditional layout of civil air defense project relies too much on the experience of planners,and lacks scientific and quantitative data index to assist decision-making,resulting in various problems in the layout.Scientific and reasonable planning and layout of civil air defense project requires both the safety and economic performance of civil air defense project.At present,there is still a lack of better and systematic planning and layout methods.Research on the planning and layout of civil air defense projects has become a research hotspot in the new era.Taking this as the starting point,this paper selects downtown A as the research area,and optimizes the layout of civil air defense projects in downtown A based on the air raid disaster risk assessment and the rationality analysis of project site selection,in order to provide a basis for its planning and construction and provide a basis for the city Provide reference for theoretical research of civil air defense project planning and layout.According to the regional overview of downtown A and the current situation of civil air defense engineering construction,this paper uses analytic hierarchy process,cluster analysis and other methods,combined with two mathematical models of collective coverage model and maximum coverage model,using GIS platform to study the layout planning and its optimization.From different perspectives,according to the different types of civil air defense projects,two ideas and methods for optimizing the spatial layout were proposed and empirical research was conducted to provide a more scientific and reasonable plan for the planning and layout of civil air defense projects in downtown A.The main research results and understanding of the paper are as follows:(1)There are many problems in the existing civil air defense project construction in the downtown area A,which need the guidance of scientific civil air defense project planning.Combined with the general situation of the research area,this paper analyzes the existing civil air defense projects in terms of scale,specific utilization mode and spatial distribution,and points out that there are some problems in the construction of civil air defense projects at this stage,such as small scale,single function,incomplete types and unreasonable spatial layout.(2)At present,the layout of civil air defense project in downtown a needs to be optimized.This paper makes a comprehensive analysis of the planning results of the existing civil air defense projects in the downtown area A,mainly selects the medical rescue projects,large-scale personnel shelter projects,emergency and repair professional team projects and fire professional team projects,which are mainly based on population protection and important target protection as the analysis objects.According to the analysis results,it points out many shortcomings of various types of civil air defense projects in the planning and layout It needs to be optimized.(3)Based on the air strike disaster risk level zoning,the layout of the medical rescue project,emergency rescue and repair team project and fire fighting team project in downtown A was optimized,and the optimal solution was obtained.This paper establishes an air strike disaster risk assessment system,uses this indicator system to evaluate each sub-region of downtown A,and divides the sub-regions into primary protection area,secondary protection area and general protection through cluster analysis Area and optimize accordingly.The optimized layout of the civil air defense project meets the requirements of serving the first-and second-level protection zones to the greatest extent.Compared with traditional planning,the layout of various types of civil air defense projects can maximize the benefits in terms of number and spatial distribution.(4)Based on the rational analysis of project site selection,the layout of the large-scale personnel masking project in downtown A was optimized,and a more scientific and reasonable layout plan was obtained.Through analysis,the main factors affecting the reasonable location of large-scale civil air defense projects are determined by population density,location of administrative and commercial centers,urban green space and square land distribution,and traffic conditions.The spatial information of the above elements was analyzed by GIS platform,and the most reasonable location area was obtained.Combined with the actual situation of downtown A,the optimal layout results were obtained.
