Research On Safety Indicator System Of Road Transpotr Enterpirses In View Of Performance Pirsm

In recent years, the heavy traffic accidents occur frequently in China so the situation ofroad transportation safety has become increasingly serious. Research on road transportationenterprises safety is a urgent and significant subject. Traditional research on safety lacksscientific analysis tool, the indicators lacks logic between indicators and enterprises strategyaccordingly. The article introduces the Performance Prism theory into road transportationsecurity firstly. The article set indicators under three longitudinal dimensions of safety factorsby using the theory strict logic and flexible framework, combing the particularity of roadtransportation enterprise management. The three longitudinal dimensions includes enterprisesecurity strategy, security process and security capability. On the other hand, through theanalysis on reason of big traffic accidents and transport policy, the author draw the conclusionof affecting safety of road transport enterprises is driver, vehicle, and management.Combination of horizontal and vertical factors, the author preliminary design2-dimensionsafety indicators set, the index set contains33underlying indicators.33indicators have highcorrelation; the horizontal level correlation by the driver, vehicle, and management isdecomposed into four aspects: the driver, vehicle, risk management, and daily safetymanagement. The paper finally established four layers and three longitudinal dimension ofroad transportation enterprises indicator set. Through the second round of expertquestionnaire,10experts marked the significance of indicators, dimensions and levels, usingAHP calculate the driver level48.7%, vehicle level22.9%, risk management18.0%, dailymanagement10.3%, strategic49.3%, process31.2%, ability19.6%. It is a set of scientific andstrong feasibility of the index system of road transportation enterprises. The author constructthe index system of road transportation enterprises not only can use as lateral safety indicatorsfor driver, vehicle, comprehensive and risk management departments, can also use fromsenior management to basic operations. It overcomes the oneness and lack of relevance oftraditional road transportation enterprises safety index. It has a certain guiding significanceand application value to enterprise safety management.
