Research On The EPCM Procurement Management Mode Of Commercial Real Estate Project And Its Application

EPCM (engineering、procurement、construction management) is the model that EPCM contractor is completely responsible for design and procurement of the projects and responsible for the management of the construction phase. In addition. EPCM contractor assists the owners of the management and control from other aspects. EPCM is an internationally common mode. In the three key factors of EPCM implementation of the project—planning, procurement, performance, project procurement management plays a connecting role. On one hand, procurement management is to deepen and implement the project plan. On the other hand, it is the basis and guarantee of the project schedule control.In the basis of the research of the EPCM’s development, this paper analysis applicability and reasonableness of EPCM mode used in commercial real estate projects. In connection with the development of project procurement management theory and the features of project procurement management in commercial real estate under EPCM mode, this paper selected the theory of supplier relationship management and the model of procurement management competency to optimize. The paper also explored the possibilities and application of virtual purchasing alliance as well as the Competency Model’s application in the selection and training of staff in the procurement management of the engineering project.For the cases of involved EPCM management project in a commercial real estate, this paper systematically introduced the procurement management of commercial real estate project under EPCM mode and analyzed the existing problems in procurement management project. This paper also presented a preliminary concept of the application of the virtual purchasing alliance and project procurement manager competency model in this case. Combined with the concept of application of related theory and according to the questions existing in the project and the actual situation of the project, this paper put forward three suggestions to improve the project procurement management so as to provide reference and experience for procurement management of commercial real estate project under EPCM mode:to optimize the project information management platform, to improve the comprehensive quality of project procurement management team and to strengthen the corresponding work of the supplier management.
