In this paper, the study of the risks for construction project process possible for theintroduction of the concept, to make a reasonable risk decision-making, in order to betterproject safety management.The risk in the construction project has a complex personnel, construction and technicalrequirements, long duration, and social influence. Therefore, the construction process of theconstruction of a high-risk process which, if not prevent, will directly affect the progress ofthe project, resulting in serious consequences, so studying the construction project riskmanagement is essential. A high degree of civilization in the society today, the project riskmanagement is particularly important in that it not only reflects the level of management ofthe construction unit, will also affect the public image of the company’s future development.Strengthen the construction project risk control, prevention of accidents, with theprogress of the project, cost,4environmental protection is just as important. Implementationof the risk management is a complex, integrated management projects, from riskidentification, risk assessment, risk control and other aspects. Must be combined with aspecific construction site environment, process design, the progress of the project, programselection, institutional arrangements, and construction personnel safety factors, to establish ascientific safety control integrated system, advanced management methods anddecision-making tools. In this paper, the risk management decision-making, mainly to do thefollowing work:(1) the use of the theory of risk management project risk management policy systemand cited the project examples were analyzed and explained.(2) the use of risk analysis methods of accident causation theory of risk factors that maycause accidents, system identification, combined with the risk assessment method to quantifythe recognized risk factors, implementation of risk decisions to further the implementation ofthe risk management for all types of risk specific plans and measures for the constructionunit to provide a scientific basis for the development of safety management objectives andsafety program.(3) risk management principles and construction safety objectives are established,combine to make the target management more scientific. Risk decision making for construction safety management of the direction.(4) the external environment for construction project management system. Put forwardin China’s economic system in transition, ways to improve the external environment, riskmanagement: to improve the legal system; improve the risk management mechanism,improve and strengthen the implementation of the supervision and inspection mechanism;cultivate and regulate the industry intermediary organizations; perfect insurance mechanism;establish objective criteria evaluation of the construction enterprise security managementlevel.
