With the explosive growth of electronic commerce, urban logistics service requirements are also increased significantly, which makes more challenges in development. Logistics industry adjustment and revitalization planning has brought new opportunities for Beijing freight transport industry. Setting suitable policy for urban freight transport industry becomes extremely urgent and important, and as one of the means of freight traffic fine management, this paper put forward the development of Beijing freight transport dynamic coordination management decision support system(BRFTDCIS).First of all, this article introduced the composition of freight transport system in Beijing, such as demand, transportation infrastructure, vehicles, organization and management model and intelligent information technology and etc., and investigated typical urban freight restriction policy at home and abroad, pointed out the problems that the current Beijing freight traffic management policy had.Second, this paper made the demand analysis and case analysis and gave a detailed UML use case diagram and the flow of events document, put forward the architecture of the system. In addition the system object was designed and the restrictions time dynamic management functions were described in detail in the dynamic model.Then, this paper restorated the missing data through linear interpolation method and RBF neural network, and employed the method of hierarchical clustering analysis in city traffic flow time and space distribution characteristics. According to the real-time road map splited the congested area image with k-means algorithm, then based on optical flow field evolvement analysissummarized the traffic congestion situation in Beijing toprovide data and theoretical support for the establishment of BRFTDCIS. After that this paper collected the network traffic speed data released by Beijing Municipal Committees of Transport to prove the effectiveness of the models.Last, according to system analysis and design, this paper designed the model based of the system:the road network residual capacity calculation model, traffic hour automatic dividing partition model based on artificial immune network, restrictions time dynamic traffic optimization model by simulation optimization algorithm.Finally, based on JSP, jfreechart, matlab and database technologies the key function of system such as history data monitoring was realized.
