Many countries has long been to improve the transportation supply as the main measures to solve the problem of urban traffic congestion, and for lack of awareness of traffic demand management, thereby it further exacerbated the traffic imbalance of supply and demand, lead to structural problems worse. Due to more people less land, strained resources in our country, which may not like the United States and other developed countries, unlimited development, on the other side car and road belongs to public goods, all the public own the right to use, it is not economic and fair that a few people influence the most people by occupying public resources. Adjust the traffic demand characteristics, guide the traffic demand to develop in the direction of health, it is always important mission of the government, and to solve the urban traffic supply and demand imbalance in important ways.To solve the problem of urban traffic congestion,government typically do a large scale of transportation infrastructure construction. Infrastructure improvements, however, the methord induce a large number of development of the car, further stimulate the growth of traffic demand, traffic congestion not only no temper, but become more serious, thus into a vicious cycle which growth of motor vehicle--traffic congestion--road construction--growth of motor vehicle. Due to traffic supply measures alone cannot solve the traffic congestion, in order to avoid the city infrastructure construction seriously lagging behind the vehicle growth, many countries since the1980s began to turn from the traffic demand itself. In recent years, some domestic cities have introduced policies which according to plate number of motor vehicle to restrict vehicles transit,as well as the restrictive purchase policy such as "auction","lot", for regulating and controlling the amount of motor vehicle, so as to achieve the aim of adjusting the traffic supply and demand.At present, the city of KunMing is historic opportunity for development, the government should take advantage of the national strategy "bridgehead", with the aid of regional advantages, introduce the total amount regulation and control policy of motor vehicle as soon as possible, by reducing the motor vehicle growth momentum and use frequency, in order to speed up infrastructure construction and function adjustment of the city, vigorously develop public transportation and win the precious time, finish the transition of the public transportation "green" concept. |
