How to take effective technical means of laser speedometer tachometer results traceable to the International System of Units in meters and seconds on the basic unit. In response to this requirement, this paper developed a suitable linear velocity of the laser gun simulator prototype.This paper established a prototype model. According to the theoretical analysis, presented as a prototype with a copper-nickel alloy rotating disk material, with a servo motor drive, optical encoder to take M/T method for speed measurement, s3c2440PWM control of motor speed to reach a stable speed control systems, and use non-contact infrared temperature measurement temperature monitoring program disc. And experimental study was carried out.According to the measurement results obtained with the laser gun for traceability, reaching the line speed range:0.1~10m/s; linear velocity error:1%of technical indicators. Wind speed used in the manufacture of the future standard device traceability laser device is important.
